Born in 1934 in the Wakayama Prefecture. Studied British literature at Waseda University. Entered the documentary Production Company Iwanami Films in 1954.

Left Iwanami Production in 1962 to become a freelance filmmaker. His directorial debut was in 1965 with A Face, a short film. Established Higashi Productions in 1968 with TAKAGI Ryutaro and produced the feature-length documentary Okinawa Islands ("Okinawa Retto"), achieving enormous acclaim. In 1971, received the Newcomers Award from the Directors' Guild of Japan with his first feature film The Gentle Japanese ("Yasashii Nipponjin"). His 1978 production A Boy Called Third Base ("Third") was selected Best Film and Best Director of the year by the film magazine Kinema Jumpo.

Since then, has continuously directed films produced independently.
